Here is the guide to upgrade from Fedora 16 to Fedora 17 via yum (https://fedoraproject.org/wiki/Upgrading_Fedora_using_yum#Fedora_16_-.3E_Fedora_17). In a future, make sure to use search engine for your frequently asked question.

Here are the instructions for using the PreUpgrade utility. (https://fedoraproject.org/wiki/Preupgrade)

How to do is easy. Why to do something that patently silly at this point in time ... presents a whole 'nuther kettle of fish.

I executed preupgrade on a fully up to date Fedora 16 x86_64 machine and it won't start the upgrade utility on reboot (grub2 menu actually hasn't been modified at all!), but rather start the old and unchanged Fedora 16, even though the directory /boot/upgrade does exist.

I couldn't determine whether that's a known bug. Does somebody know a workaround?

just pick the option manually. or edit the bootloader menu to default to the correct choice before rebooting. it's not a 'one chance' thing - you can catch it at the next attempt.

it's a known bug: https://bugzilla.redhat.com/show_bug.cgi?id=815473

No, my problem is different from the one described in that bug. The grub2 boot menu isn't edited AT ALL! There is no new entry in /boot/grub2/grub.cfg! And I don't know what a new entry would be supposed to look like.
