when i go ahead and try and run setup.sh on my rune cd i get this error:

Loki Update Tool not found, running installation program
This installation doesn't support glibc-2.1 on Linux / x86_64

Please contact Loki Technical Support at support@lokigames.com
Continuing with install ...
Loki Uninstall Tool not found, running installation program
This installation doesn't support glibc-2.1 on Linux / x86_64

I talked to someone who said all my 32 bit programs would work in 64 bit linux running in 32 bit mode? is this true and if so can i install the 32 bit glibc or something? i have fedora core 2

The problem is that Loki is out of business for some years now. It is not so easy to get the old Loki games to work on modern distributions. I do not know Rune unfortunately, so I cannot help you here.

However, there are those Loki tools in the net as source code (I think on source forge). It was not trivial to compile them (back with FC1 then I think), but somehow I managed it.
