When I login from the graphical login prompt on run level 5 there are no title bars on the windows and other problems with the window manager.

When I login from the command line on run level 3 then start X with xinit /usr/bin/gnome-session everything seams to work OK.

One of the recent updates caused this. It may be because of the Unichrome video on this computer.
a different computer with Nevidia video doesn't have this problem.

the latest GDM seemed to have messed things up for me as well.

For one thing, I no longer have a way to shutdown or reboot from the GDM screen.

For another it it butt ugly and hurts my eyes

I have noticed a wide horizontal stripe that flashes up (and goes away) every time GDM starts as well. I wonder if this might be related to your video problems. (I'm running an nvidia card here)

I noticed the missing shut-down icon. I just use a short press of the power button on my pc's case as it does the same thing.

I've loaded F16 beta tc1 on another old pc this one with a Matrox G200 video card.
It has the same window manager problems.
No frames or title bars on the windows when started with the graphical login and works ok when X is started from the command line

This PC is very slow.

Did you try another login manager?

Your graphics card is not good enough to run gnome3 and I believe they recently dropped support for antique cards

The slim login manager works OK I have frames and title bars now.
My clock is missing from the panel.
As far as GNOME3 goes I prefer the fallback mode anyway.
I am loading a pc with old intel video (845 maybe) now, and will try the kde one if GDM doesn't work.

Intel 82845 video has the same problem with a GDM login messing up the window manager.

After installation the login screen was all black because an incompatible scan rate was automatically picked.
I changed the driver in /etc/X11/xorg.conf from vesa to intel and removed nomodeset in the bootup. Then I could see the login screen and reproduce the problem.

Kdm login works ok on this machine

My clock is not missing it is dark gray text on a black background in a black panel, adjusting contrast and brightness makes it visible.

Like other the new GDM screen is useless for me since not only can't I shutdown or reboot but can't select my xsession. I used system-switch-displaymanager to switch to KDM and have no problems with that. Look like GDM is directed towards tablets or other such form -factors but quite childish looking on my desktop. This may not be a problem with Fedora but with the latest GNOME 3. Bizaree visual effect I disabled by eliminating rhbg and quie from the kernel arguments - has the extra benefit of seeing what the hack is going on.

One of the updates seems to have fixed it I now have title bars and frames after a GDM login.

I will try some old S3 cards and old Nvida gforce 440 ones next.
