I've installed FC3 rc3 and was wondering if anyone had a yum.conf that works for this release yet?

I suggest to use the mirror source url close to your location on your yum.conf. You can find that at http://fedora.redhat.com/download/mirrors.html. Also post your yum.conf here to see what can be done.
Since the OS is for test purpose, don't expect to get more update when the final version will be out next week.

This is for /etc/yumrepos.d/fedora.repo
[base]name=Fedora Core $releasever - $basearch - Base
#baseurl=http://download.fedora.redhat.com/pub/fedora/linux/core/3/$basearch/os/
baseurl=http://fedora.linux.duke.edu/FC3-rc/$releasever/$basearch/os
#mirrorlist=http://fedora.redhat.com/download/mirrors/fedora-core-$releasever
enabled=1
gpgcheck=1
#Note that the "3" in the baseurl line can change to $releasever afterc
#you have upgraded.
