enable Secure Linux in Core 2?

I am told this was disabled in Core 2 during install, but is included and can be enabled, can anyone describe procedure and tell what benefits are?

The benefit is an new security model that can give selective permissions and doesn't rely completely on a all powerful root user.

I don't know how to set this up.
