bug in system-config-keyboard

I have problem with my keyboard, but when I want launch system-config-keyboard I have the window of system-config-keyboard, but I have not the button for validation...

I agree this looks like a bug, perhaps a consolehelper config error.

You should report this at bugzilla.redhat.com

F14 works the same. See whether

gnome-keyboard-properties

lets you do whatever you're trying to do...
