I have noticed when using Fedora 2 and Ubuntu that the 'speed' of my downloads is capped at 16.5 Kbps, but when I boot into Windows (ME) the speed will go range from 0 - +32 Kbps? What controls the speed limit in Linux?

Pentium Celeron 800 Mhz, 256Mb ram, DSL on ethernet via Network Everywhere router via Speedstram modem.

Any ideas?

The Linux TCP (or is it IP?) implementation controls speed. As you keep sucessfully sending packets it just keeps sending more and more until an error causes it to back off.

Speed is influenced by a lot of things. Try a speed test (http://www.dslreports.com/stest) where the limiting factor will be your connection.

I've noticed roughly equal speeds on Windows and Linux.
