I'm running F13 beta and I have rpmfusion and livna repo installed, flash is working, but I can't get the DVDs to play in VLC.

What files could be missing?
I have libdvdcss but haven't been able to install w32codecs.

Your message prompted me to try to play a DVD, which had worked fine before with VLC. However, I'd had dep-solving issues with VLC and opencv. After the most recent update of VLC, I hadn't tried it again.

The DVD comes up on the desktop, and it asks if I want to open it with Movie Player and I chose VLC. That didn't do anything. I checked messages and see this:
Apr 20 08:06:26 amdlocal kernel: ata4.00: configured for UDMA/100
Apr 20 08:06:26 amdlocal kernel: ata4: EH complete
Apr 20 08:06:58 amdlocal abrt[2611]: saved core dump of pid 2607 (/usr/bin/vlc) to /var/cache/abrt/ccpp-1271776018-2607.new/coredump (17907712 bytes)
Apr 20 08:06:58 amdlocal abrtd: Directory 'ccpp-1271776018-2607' creation detected
Apr 20 08:06:58 amdlocal abrtd: Package 'vlc-core' isn't signed with proper key
Apr 20 08:06:58 amdlocal abrtd: Corrupted or bad crash /var/cache/abrt/ccpp-1271776018-2607 (res:5), deleting

So apparently using --nogpgcheck to get past things that aren't signed during updates isn't a good idea? I don't recall if that was an issue with VLC or not.

So I tried movie player, and it comes up but the DVD / movie won't play. I installed madplay (and dependencies) and tried again with Movie Player, same result. I just tried another DVD, and it's saying buffer I/O error and it won't eject. Time to reboot... :p
