But selinux unconfined programs have execmem errors, firefox, semanage, setroubleshoot has .py erros.

whats the go with Fedora using Sysvinit an not an updated upstart now? is Fedora going back to sysvinit?

That update made me wonder also.
All I can think of from the packages descriptions is sysvinit is a set of tools of which init is one.
While upstart is a replacement for init.
So, maybe the init in sysvinit-tools just handles basic levels, initscripts calls upstart for other things.
Maybe dfs stands for Dumbed Down Freaky Fedora Startup Script. :)
