Package Life Cycle

I want to know what happens exactly to any package in general .. I want to know its life cycle ... for example .. kernel-2.6.8.tar.bz2 comes from kernel.org ... what does the fedora developers do exactly to it .. Development, testing, updates, release{core} ... I want to know how much time does it stay in each of those and according to what it is removed from there and gone to the next stage and what is their order ... thank u

I'm unclear with the specifics, but the QA project (http://fedora.redhat.com/projects/qa/) works with packages. They discuss things on the feodra-devel list (http://www.redhat.com/mailman/listinfo/fedora-devel-list) so I would suggest looking there.
