xine is a linux player as far as i know......you may want to check the xine home page.

right, xine is a linux player, but mplayer (http://www.mplayerhq.hu/homepage/design7/news.html) has a version for windows. free software for everyone!

Booo CLI player, boooooo :D I would just use Videolan, or the plethora of other free players out for windows. (non M$ of course.) The Core Media Player is a nice one, a few slight bugs but it has really come a long way.
