Is F9 a better desktop Operating system for Networking? Has anyone gone back to it from f10?

It is virtually impossible to answer you as you don't give any indication what your problem is. Someone may say it is better but that is for them. I found both 9 and 10 to work for me but have seen plenty of others with problems.
Say what you are trying to do and what isn't working and you will get some help. Supply details of your hardware, wired or wireless.

No. :)
That's the simple answer. Yes, this stuff can get frustrating. There is a bug in the default installation, which is covered in a sticky in the general support section (the one marked 5 common bugs and fixes or something similar).
However, while I *do* understand the frustration, and the fun in venting, if you're a bit more specific about the problem, there's a good chance people here can help fix it.
I say F9 isn't better because there's less support for various wireless cards and NetworkManager, the default network management tool (Hrrm, probably why it's called NetworkManager) improves--with of course, some setbacks--with each release.

currently on the F10 full install (I386 ver), on eth0 with a sky2 driver on a Marvell 88E8053PCIe adapter on a ASUS mother board, with intel type chip set, Pent D 2.8 CPU (early dual core cpu) and 2 gig Ram the following is ocouring in this enviroment.
Internet Provider, uses IPv6 for traffic to me, and internal traffic that is out bound from me is IPv4 as requested by the Internet Provider.
Computer (Box) is on a seperat LAN segment, that has DHCP sever running on the Router to LAN segment. Note with live CD and other operating systems I have internent access for browsing and web page veiwing.
I can via the browser log into the Router and administer it, and use its tools to do "DNS" checks on the world wide web, as well as Http address checks on a sites IP address. THOUGH I can not veiw actual web pages.
The setting in Network Config in F10 shows eth0 not in the device list, though it is shown in the harware list,
Network Conection info show all good details for IP, Mask, and DNS, broadcast, ect.....
IPv4 shown Auto DHCP
(no listing for IPv6) MY TAKE IS THAT THE REASON FOR UNABLE TO BROWSE AND VEIW WEB PAGES ON THE INTERNET. Though I have not seen in the Gui interface I way of turning on IPv6,
Also I have not been able to in the terminal window as SU edit any files that have turned this feature on, though I have tried by doing various work throughs listed in other threads. At this point the last thing I did was to uninstall the network cards in gui interface and let them auto reinstall to write new files to cover any mistakes along the way I may have created.
Thats the short version of where I am at, really looking for a file or files to edit or gui interface module I may have overlooked to set all the regular network details up, like IPv6.
Firewall is now turned off, though I have the same circumstance with it on.

Not familiar with IPv6 but one thing occurred to me. If you are using Firefox there is an option to disable IPv6. It is on by default I think but many sites say to disable it to improve speed if you aren't using it. Might be worth checking.
This is one such site so do the opposite to what he says http://www.fedoraguide.info/index.php?title=Main_Page#Speed_Up_Firefox_Web_Bro wser_Tips
Hope this helps.

in 10 ipv6 is on by default and the code to DISABLE it during install is not working .
-- that is why 9 is the last i can install on my machine --
you can do a text install and pass the ipv6 info to the installer . It is in the install doc's

In F10 to see check the values for my IPversions, IP address, Gateway, DHCP value, the stuff you usally in windoze setup in the gui for the network addapter card, whould be found where? I have gone through the F10 GUI, just wearing my self out so far, would like to look at the values in script files, though I seem to only find partial information in the files I have looked at so far? which one would you check to varify SERVICES, NETWORK CARD, FIREWALL AND OTHER SIGNIFICANT FACTORS in this
