Note: the kernel-module-thinkpad dependency is not yet available in the
FC1 repo (see bug 503), but this has been published there anyway since
the previous version was there too.

- Include tpctlir in main package.
- Make apmiser require /sbin/chkconfig.
- Use patch instead of perl for optflags.
