Description of HAL/Hotplug system

Could anyone describe to me how the HAL/Hotplug system works?

I'd like to try and understand why my USB external hdd is automounted in such a way that I get asymmetric file transfer speeds, as I described in another thread:

When I transfer files FROM the external hdd I get about 8 MB/s, but when I transfer them back TO the hdd, I only get a sluggish 120 kB/s...

This is just making me nuts...

Not direcetly on point, several times now I have noticed that if one installs usbutils a lot of strange usb "things" just get fixed. No extra configuring just magic. At any rate it is worth a try "yum install usbutils".

I have usbutils installed. It makes no difference...
