I've heard it will be fully supported.

Macintosh and Linux versions are not yet confirmed, but considered likely since Epic's lead Mac and Linux programmer has stated that the Unreal Engine 3.0 editing tools are designed to run on Mac and Linux.

Why distribute tools without the actual game?

Actually Ryan C. Gordon has said that UT2007 will have a Linux port in the UT2004 mailing list ;)

Edit
Remember that neither UT2003/04 Linux versions are officially supported by either Epic or Atari. However there's the mailing lists for them as a channel for support, where Icculus, the man himself also replys.

Hey the wikipedia link says that the new engine will be using DirectX 10 technology discarding legacy support... does this mean that we must buy new DX10 graphic cards to play the game? That would suck...

And it will make full use of the full OpenGL 2.0 spec, so while I'm not so sure you will REQUIRE a fully compliant OpenGL 2.0 video card, it will certainly help quite a bit to have one!
