Create USB Network Drive

Hi there, Im trying to create a Network Drive that will work on a USB 80GB Disk. Ive installed the disk ok on Fedora, and can access it on my network through Samba fine, however when it mounts it obviously is mounted by root. And even though i am logged in as root it will not allow me to change the permisions, or the owner! What am i doing wrong, any help or point me in the direction of a tutorial and I'd be very pleased.

The file system of this is? FAT partitions don't do Unix permissions.
